The question of how the verified gross mass (VGM) of containers will be enforced is front and centre given the looming deadline of 1 July 2016. From this date, the VGM of a container intended for export from the UK has to be declared to the Vessel Operator and Marine Terminal Operator.
This video contains an interview with Jonathan C Williams, General Manager of FONASBA (The Federation of National Associations of Ship Brokers and Agents). The interviewer asks Mr Williams whether there will be an international body who can responsibly enforce the new container weighing rule. Mr Williams confirms there is no move to form an international body to regulate the new ruling and that the regulation will be self enforcing.
